how much Irish Whiskey should I allow the Garden Gnomes to drink this year?

last year on ST Patty's Day they got arrested for public intoxication, lewd behavior and also for trying to break into a car (well, it was in the scrap yard, but they were so wasted that they didn't know)

should I limit them this year?
