How much fish water conditioner?

Petsitting a betta fish for my friend, who's using a tiny 1 quart bowl for her betta. D= Not much I can do about the size, as I don't have any tanks with a filter to move him to and give him more than a 'puddle' to live in.

She told me if I had to change the water, add in a teaspoon of water conditioner to the new water. Reading the back of the bottle after she left, I fond it's 1 teaspoon for every 10 GALLONS, and this is only a 1 quart bowl. I'm very worried she put in too much (as she changed the water today before dropping it off), so I want to change the water with the proper amount of conditioner.

Question 1: How many drops should I add to 200 mL of water, if for every 1 Gallon (4 L) you add 10 drops? (doing a 20% water change)

Question 2: Should I even change the water? Would getting the levels back to normal amounts only hurt him later when I give him back to my friend and she starts adding too much conditioner again like before? Would it be better to keep it as it is so it's more stable for the fish?
Also, I'm afraid he's not going to last long either way in such a small bowl with no filter. D=
Thank you everyone. I've never had a fish yet (though reading up on them as much as I can before getting one), so I wasn't sure if excess amounts of conditioner was harmful or not. I think I'll still do a few water changes through-out the week, though (as it is such a small bowl), so the amount info is still very helpful!
