How much does it cost to activate a Verizon wireless phone?

I had a phone and it was going to be activated but then it got stolen, one of my family members got their phone stolen so they bought a new one but then they recovered the old one and are giving it to me, so my question is, how much does activation cost?
btw the old phone was deactivated. so now I need to activate it
 
Free if you do it over the phone or online. $20 if you go to the store and activate it.
