How much dodging and burning was done on this Kennedy inauguration photo?

Would a "Photoshopper" be criticized for doing that much to an image and not getting it "right in the camera"?
 
I'm sort of torn about that actually.

I'm wondering if it's just the lights reflecting up from a wet surface.

Re getting it right in the camera: that's fine if you have control over the environment and are able to set up the shot, however a photo like this is a take-what-you-get situation, so if dodging or burning were done to enhance the image and make him stand out more, then that's quite acceptable.

As to whether it's over-done, that's in the eye of the beholder.
As a piece of art, I find it quite appealing and the lighting (real or not) adds some mystique to the image.
