I was curious to ask because I took my mom to dinner at a new restaurant and the service was lousy, after we were seated, I waited about 5 minutes for the waiter to ask me what I would like to drink and he never asked us if we would like a refill. I'm very strict on these kinds of things and I give very generous tips based on the service.
