How much do you think a dealership would offer on my car?

My car is a 2004 Mazda 6s but needs new brakes, new tires & a new battery. It also needs new license plates (moved from fl to wa) & an emissions test, but is paid off. Would I be better with just fixing it up or trading it in for a car around $10-$12k? I live in Tacoma, Wash.
 
Brakes, tires & battery shouldn't cost more than $500.

So why would you trade it in at a huge loss (thousands of dollars) for another car that may blow its engine a week after you buy it????
