how much deposit am i required to refund if tenant never moves in ?

i accepted $2600.00 deposit from a section 8 tenant,removed
home off market for a month while waiting on inspection and section 8 process didn't here anything from tenant nor section 8 for over 30 days tenant call me up 40 days later asking for deposit back
