Kien Giang Department of Agriculture and Rural Development estimated that, from early 2009 to the end of March 2010, 277 local fishermen were arrested by foreign countries. Of those, 189 were released via diplomatic channels and 57 others through negotiation and paying fines.
The number of fishing boats in foreign arrests is much higher than official reports, because fishermen quietly negotiated on their own or paid fines themselves.
Quang Ngai province’s situation is more complicated, as its number of ships and arrested fishermen is on the rise. Recently China seized boats and assets of Vietnamese fishermen when they sheltered at Hoang Sa (Paracel) Archipelago from storms.

CHINESE TAKE WHAT ISN'T THEIRS
Though Vietnam has kept producing historical evidence about its sovereignty over Hoang Sa (Paracel) and Truong Sa (Spratly) Archipelagoes, the country’s fishermen have been arrested many times by Chinese patrols around the islands. Some were detained for a month and returned without the boats or fishing equipment that their livelihood depended on.
Hien said the Vietnamese navy does not shoot, punish or arrest Chinese boats when they violate Vietnam’s sovereignty. “So we are suggesting China to do the same... I think China’s behavior will change step by step.”

Makes one wonder how China could in any way be justified in getting so upset about one fishing captain being detained by Japan for questioning about his ramming their Coast Guard vessels.
