How many times can I take the written test to change my license?

I got my license in Washington. Then I have been studying in California.I don't need to take driving test to get CA DL . I only need to pass the written test. I thought I was confident about myself so I didn't read the handbook. And Now I failed that test twice on the same day. I don't know what would happen if I failed the 3rd time? Can I retake it right away? or I have to wait for a period? Do I need to take the driving test?Please help
