how many miles do you change a cam belt on a ford escort m reg its done 64000 miles?

If it hasn't been done before I would do it now, unless you are thinking of getting rid of it next week. The cost of getting it done is far less than the cost of damage it would cause if it broke. If it is a "new" car then you do not always know what mileage the car has done.
