i replaced a starter in a 1996 dodge neon and now it is clicking when i try and start the car. i want to know if it could be a ground wire. and does the starter suppose to have a ground?

The starter is grounded to the engine by direct connection. There should be a small wire and a large wire (battery) hooked up to the starter. It is possible the starter is not installed square in the hole and the drive cannot engage. Last but not least the starter could be faulty. That is the part that is always hardest to reconcile, because you always say, "It can't be the starter, I just put it on new."
