How many fish should I have?

I have a 20 gallon tank with 4 fish in it already.
How many fish should I have in it max?

Also, how often should I change the water (Right now)
And how much water should I take out? (I know a complete water change isn't good)
 
Depends on what type of fish. 4 Tetras are ok, but 4 Oscars aren't.

You should be changing 10-25% of the water weekly.

Rule of thumb-1inch per gallon of water. But depends what kind of fishys you got, some might grow to a inch some might grow to 2 feet. Depends what you have right now, and the water once a week and only 25% never half becouse you will kill the natural bacteria that fish need to survive
 
It depends on the size of the fish. The general rule is one inch of fish per gallon. Anticipate how big the fish are going to get when figuring that out. Don't overcrowd.

No more than 7 or 8 I'd say. [thats for the swimmers
then maybe 4-8 corry cats
 
You can't really go by numbers alone. What kind of fish do you have already? I think a good setup for a 20 is a good size school of something small like neons or rasboras (about 7) and a couple of bottom feeders like corycats (around 3). That would be safe. You don't want to max it out. Do 25% water changes once a week, which means you should be taking out and replacing 5 gallons.
