How many burger shots are in the burger king combo meal?

I just came back from Burger King where I ordered two of the bk burger shots combo meals. On the drive through menu, there was a picture of the combo and the burger shots...it had a drink, fries and four little burger shots. When I finally got my order, I had two drinks, two fries and only four little burgers (two for each meal I suppose). I asked the guy in the window, and he said the combo only came with two burgers and didn't have an answer for the photo with four.

Did I get gipped? Thanks!
