how long should my fish tank sit?

i got a 3 gallon fish tank i put all of the conditiner stuff in and it has this bubble thing so im blowing that right now so th oxygen can get moving ...i heard your supposed to let it sitt for like 24 hrs to it can get going but i wanna put my fish in now LOL do i have too or what is better for them anyway?????
