How long must there be notice before ordinances such as parking schemes go into effect?

I got a ticket for parking in what used to be a student space, but had been turned into a faculty spot less than a week before. the appeals board will not grant my appeal so i am looking for legal precedence that says that there must be a certain amount of time that passes before the change can go into effect.
the infraction occurred in Fitchburg Massachusetts
