how long has it been tradition in the Philipines for authorities to beat up civilians?

as was watching a war documentary of WWII..and I realise this is a war time..but this was just awful watching the police force beat up severely a GROWN man of about 35 or so...beat him like he was worse than a dog..and he looked so innocent..and was bleeding all over.. afterwards they were walking with him like they had just corrected a child..and know this isnt common in western countries, such as Britain..or has ever been this way there? if so, when?

was curious if this is an old tradition in Asian societies for authorties to treat a grown adult in this way? and why this is tradition there? when began? also, which kinds of things one could be treated this way for? and does this extend to females as well? or how different?
