I finally found out how to use a gravel vacuum so while I was cleaning the tank, I realized I sucked out too much water but it's disgusting so I can't add it back. Does water have to sit out for hours and hours so I can add it or can I just add tap water right now to what's left?

If you are worried about chlorine or chloramine from your tap water, you can let the water sit for about 12 to 24 hour so that the gasses will dissipate.

Or else you can add any of the commercial available dechlorinating products. With these added, you can add the tap was directly into the tank.

Add to what a few other said. Chlorine by nature does not react with water to form a different molecule. And thus it doesn't take more than 12 hours to dissipate that dissolved gas. Chemistry of cl2 doen't support the fact that you need to let the water sit for weeks or months as some has suggested.
Chloramine is just another product of cl2 and has the same properties as cl2.

you don't have to wait before you add it.you can if you want but all you could do is add the water and then add a water conditioner.and even if you leave the water out for some time you will still need to add a water conditioner to make it safe and then you will need to make sure that all of the levels of the water are fine.

wtf!?! Since when do you have to let water sit out for a fish tank?? If you are starting a new tank you have to let the water filter with the filter for the tank for about a week, at least, before adding the fish, but if its just a water change?? No, you dont need to let the water sit out, all you do is get the water about the same tempurature as the water already in the tank, add the water, then add some water conditioner and TA DA.

well i think you can add the tap water and put some conditioner in it and you will be fine.
