How long does it take to receive a Ebay item sent using media mail via USPS.?

I bid on a book and won it through Ebay and the seller sent it through USPS media mail. Paid for it on feb 22, seller mailed it the next day. 1 month later I still haven't receive it yet. Seller mailed me a copy of the receipt. My question is, can I make a claim to the usps? Can they track a mail without a tracking #? Or should I still wait for it? Is it a good time to ask for a refund? What should I do? Who should make a claim, the buyer or seller? please help!!
