How long did it take for your photo ID to come in the mail?

I paid for mine and they said it would take within 10 days. It's been past 10 days and now they say I need to pay for a duplicate. That doesn't seem fair since they couldn't get my original ID here.

P.s.
Other ways of getting a photo ID would be appreciated.
