How in magazines, newspapers and books they every time write lines to the end?

I'm reading a lot of newspapers and books and have noticed something. In them authors always write every line in the text to the exact end (for example in PC World they write 40 characters per line). This is true even for the translated books.
And today I noticed something very strange. In one magazine its written quote of someone's forum posting and the lines were also written to the end. I found the real forum post and counted the words and he really was writing with 40 characters per line?
Even in interviews they write them to the end of each line.

How the authors achieve this effect because it sounds strange that they just write and every line is to the end?
