How in heck to you get to talk to a human at the IRS?

First, I went to their website and requested help.
A week later I printed out the instructions and forms that they indicated.
That information was no help at all.
I called their Pensacola office...no live help available.
I called their Panama City office...no live help available.
Yesterday, I called 1-800-829-1040 ans listened to their awful music for 45 min.
I finally got a human...who directed my call to the right department...(an internal #)
I listened to that elevator music again for 30 minutes...and at 5PM Central time...the phone went dead.

Today, I called the 800 # again...got directed to the proper department pretty quckly. A msg. came on to tell me to call another time...they were busy...and the phone went dead.

How in the world does a person get help from the IRS?
By the time I find out how to figure an 'estimated tax', they'll be charging me a penalty for not paying it.
