How important is your alma mater when applying for graduate scholarships?

I plan to pursue a graduate degree (master's), and I'm wondering how much weight do admissions committees give to your previous university.
If you have excellent grades but your alma mater was not a highly-ranked university, would you have a lower chance of getting admitted (and getting a scholarship) than someone with mediocre grades from a top-ranking university?

If so, how do you improve your chances?
