How important is IS (image stability) in canon lenses?

I have heard mixed things about the image stability IS for canon lenses. Some say to get it because it is great. others say it is only of use when you (the photographer) is moving - not when an object is moving. also, it is stated that if you (the photographer) is stationary and the object is stationary that the image could come out blurred. If I plan to mainly use a lens for stationary objects or moving objects, is there really any reason worth 500-600 bucks for IS?? I am looking into a 70-200 and will use for zoom, so i wont be walking around snapping pictures while im moving. likely, i will not be shooting from a moving vehicle either. addittionally, the lens will lifely be mainly used outdoors in daylight (maybe some indoors, but not much i suspect). a tripod may be used in the future, but i am concerned for picture quality with and without a tripod.
