I know it doesn't take the place of fruit, vegatables etc. As far as a snack...

Fresh salsa is great for a diet - when it's made of fresh vegetables it's virtually no calories. Unfortunately, the tortilla chips are not good for you. They're usually fried and often made out of white flour, which is practically sugar. The next time you're in the grocery store examine some of the other "chip" options. Often times they have veggie chips that have lower calorie and fat content. They still won't be great for you, but they can help you solve that chips and salsa craving.

Salsa is great. Tortilla chips often are loaded with salt, and made with flour. Whole grain tortilla chips exist which are much better for you.
