How hard is it to change a timing belt on a 98 Chrysler Sebring?

there is a car on craigslist i want to buy....it is 700$ but needs a timing belt? is that hard to change/expensive? is this a good deal?
i plan on having my brother or father fix it, they are both mechanics..why do you say if its already broken dont buy it?
