how fix turn signals in 97 chevy S-10?

I have a 97 chevy s-10 (4.3L, manual). While driving at night the other day, I noticed that both of my turn signals don't blink as they are supposed to (they kind of slowly fade in and out, but not on time and without the audible click), my tail lights do not come on at all, and my brake lights don't work, WHEN I TURN MY HEADLIGHTS ON. If I leave just my running day lights on, then my brake lights seem to work just fine, but when I put on either blinker, then they BOTH flash (as if my hazards were on). Is this a problem with the turn signal flasher, a fuse, a short, or something else?
