How fast can a 13 hp Honda go kart motor go (mph)?

I am looking into a buying a go kart locally and it is equipped with a 13 horsepower and 389 cc motor. It does not have a roll cage or any of that, just simply the motor, seat, pedals, floor board, and steering column.
It sits about 5-6 inches from the ground. I am going to be riding mainly on packed dirt, sand, grass, and gravel.


How do you think this go kart will fair on the stated riding conditions?

Will it be able to take a little bit of a beating?

How fast can this engine to weight ratio go in mph? (I do not know the exact weight, but it cannot be over 200 pounds.)

It is a chain drive, clutch and sprockets
 
actually, it's an rpm to drive wheel ratio equation. is it a chain, clutch and sprockets drive, or a two pulley torque convertor belt drive?
I had a minibike that topped out at about 30mph, then blew the clutch, so replaced the drive with a 'comet' torque convertor, and took it up to more like 45mph with the FAR superior driveline.
