How far must a car be to NOT have to yield (no green left arrow)?

I'm just curious how much space should be between you and an oncoming car before making a left turn? Is it based on each person's instinct? Will saying "I felt I had enough time to turn left" hold up in court?

I don't need a lecture, just facts. Where to find this legal info would help a ton too!
