How does Verizon service go from almost full 3G signal to barely any 1x signal?

I don't understand this...at 10:30 at night I'm watching youtube over a tethered connection when out of the blue the service just goes to s**t. I go from 2 or 3 bars of 3G service to 1 or 2 bars of 1x service. However, I power down the phone and restart it, I miraculously have 3G again! Yet if I step outside my dorm, literally 6 feet from where I normally use it...I have 3 bars of 3G ALL THE TIME! 6 measly feet and a glass window means the difference between excellent signal and absolute garbage....THANKS VERIZON! Wtf could be causing this super sensitive problem? I'm not in some bunker with f*****g nuclear reactors, I'm in a f*****g building just like any other with a glass window separating me from full service...
