How does USA deal with used electronics?

I'm trying to figure out how the country ( or related companies) deal with the tons of used electronics every year? We have so many used/damaged used electronics like cell phones, tv sets, appliances, computers, laptops....every year, how do they deal with them?

USA is a rich country, despite the economic crisis, electronics are affordable.

Those recyclable parts are being recycled, and those which are not are being disposed correctly in accordance with government environment friendly programs.

But most of them are just garbage! Recycling those will cost the same power consumptions, machines, labor etc. IMO the the government are collecting those junks just to dispose them correctly.
