how does the four wheel drive work on a dodge ram 1500 1996 model?

how does the vacuum switch on the front axle housing work to engage the four wheel drive on a 1996 dodge ram 1500 where does it get the power from ? and how does it get vacuum ? I tested the plug with a test light it showed no voltage with the key on all the fuze's were good the two vacuum lines that go to the top of trans and hook to the actuator is there a tee or something coming from the engine that hooks to it or does it make its own vacuum
