How does someone with a criminal record in the States pass a finger print test...

I know of this Pakistani person who was arrested in New York for having several fake passports, a gun, drugs and attempted murder. He even served half a year in jail for stabbing someone in the neck with a pencil.

He skipped bail and ran to Canada where he become a Canadian Citizen.


How was he able to get a clean record from the states?

How was he able to pass the fingerprint test both in Canada and the US?
