How does Rogers calculate data?

Data is calculated by volume and not by time. Each page can be different, each website can be different as well. Some websites will stream information, ads etc while you just 'sit' on them. Typically once a page is fully loaded, no more information is sent or received. So you can view that page for an hour without transmitting information (data)
Data is also not about how many pages. Each page of a website will transmit a different volume of data. Some pages can be more graphically intense and therefore use more data than say just going to the google home page.
 
I just got an iphone with a data plan, and I'm not sure whether it calculates data based on how much time I've viewed a webpage (like if i were reading a really long post) , or by how many pages I've went through?
