How does one create cute animation graphics?

Apologies for my poor knowledge on the subject and being unable to generalize but lets say its going to look like cute/small characters in disney land or better say the characters in the browser based game called "Travain".

Are these hand drawn? What skills should I look for in a person if I decide to hire someone to do these for me ?
