How does Ninetails learn Nasty Plot in Soul Silver?

In soul silver i do not know how ninetails gets nasty plot, without saving the game i have given it the fire stone but it does not learn it. on serebii under moves learned from lvl up it has nasty plot and on the side where it says which level it learns the move it has a dash.

Please help, whilst i have your attention any tips on how to make a pokemon evolve from loving you would be great as well
