How does high school baseball work?

I'm familiar with the formatting for MLB, but in high school I never paid much attention to the baseball team. In general, how does it work in terms of deciding a winner for all the schools? I know that CA has something called CIF, but I don't even know what that means.

Also, about how many starting pitchers and relievers does a high school team have?
