How does flash dodge punches and other objects like bullets QUESTION IN DESCRIPTION?

Ok I saw in a comic book that flash was running then stopped to fight a robber but when flash stopped running he was still moving so fast the robber was moving in slow motion I don't understand how
and even without running he still is able to stand up and make the opponent look like he is in slow motion. PLEASE help me understand
