How does an ancient civilization have a strong navy?

I wouldn't necessarily consider Classical Greece as ancient... Lately we have been learning about Ancient and Classical Greece, and how Athens had a Superior navy, and the Spartans had a superior Army. I can understand the army part, with high quality weapons and fit soldiers, and so on. The navy is a little confusing. Back then they didn't have guns, or cannons. So how would a navy work then? Like throwing spears and shooting bows at each other. Or boarding ships? But boarding ships, in my opinion isn't navy because you could have a strong army on boats that just jump over and attack. Will some one please explain this to me. Thanks.
