How do you use the cell phone on Grand Theft Auto 4 for PS3?

I push up twice, bring the cell out, but I can only see a few numbers on the keypad. Once the phone is out, when I press the up and down button I hear beeps like its dialing but nothing is showing up. Nothing shows up on the cell screen or anything. I wondered if I had to complete a few missions first? I just got the game.
 
Thats the exact same thing that happened to me. You have to do one of the missions where Your cousin gives you a mobile phone
