how do you upload html and css scripting?

how would some one who has written html and css scripts in a note pad upload there script to the web to make a web page also can you host and upload images on a web site say photo bucket

i was hosting images at photobucket for a small store i made in oztion but my account sems to hacve dissapeared?

so where would i now host my images?
