How do you unlock all Pokemon for international trade in Soul Silver/Heart Gold?

I'm trying to find certain Pokemon to trade for, but it will only allow me to trade for Pokemon I have seen in battle or in the wild. I've beaten the Elite 4, all 16 Gyms, and Red at the top of Mt. Silver. Is there something else I need to do, or will I just have to see them in battle online?
