How do you train a dog to do his business on newspaper when you can't take him outside?

I'm not abusing or neglecting the dog in question, he has a small bladder and has to go quite frequently.

When I adopted him he had a bladder infection. This was treated and resolved, but he still gets up frequently in the night and pees in the house.

I *do* give him adequate attention and walkings, but the behavior continues.

He's an Italian Greyhound, from what I understand they tend to have housebreaking issues.

I think his previous owner abused him. He has several knots in his ribs - I think he was kicked. His tail was also broken at least once.

He's very affectionate, but also a bit weird with the housebreaking. I'm really trying my hardest to resolve his behavioral issues.
 
Very simple!
Start by cage training him.Keep him in his cage when your unavailable.
You need to follow him around when he's outside,with some newspaper.When he pees,let some get on the paper.
If you can get another Dog to pee on a paper it works even better.It is a territorial thing.Later on it will become his territorial marker
Now..when you put paper down in the house,use this "pee'd on paper"
along with the paper on the floor.In know time you'll have your problem dealt with.
Also don't move the paper around.He needs to have a spot that is his.
A local Pet store also has Fake urine ,for that pee smell,but the real thing works best.
