How do you tap a cell phone but not through bluetooth, is this possible?How do I do it?

I've bought two different thing that said it was easy but nothin worked they don't say first that the phone has to have the bluetooth in discover mode i cant do this so now I just wasted my money twice, and I even got a new phone and that didn't work i need help I really want to do this
