If you're talking about it being a problem with your bike, you need to check the front tire. If you have don't have quick release, then you should make sure the bolts at the bottom of your fork that attach to the middle of your rim are nice and tight. If You do have quick release, make sure that it is nice and tight, and that it is actually put together properly and working.
If you are talking about your arms wiggling the handlebars when you go really fast, the best thing to do to prevent this would probably be to stand up. Keep both your pedals even with the ground, make sure you have a firm grip on the handlebars, put a little pressure on them, and make sure both arms are staying even. Sometimes if you are already wiggling a whole lot, the only thing to do is to break a little and then speed back up once you are balanced again.
