How do you start a civil war in civilization 4?

I got the complete edition with the "Beyond the Sword" and "Warlords" expansion pack, with the seperate "Colinization" Game, but i was wondering... I remember in Civ. II you could start a civil war by capturing the enemy capital city... Can you still do that?

As far as I know, you can't. I don't have any of the expansion packs but in the regular game at least there is no civil war. And if i remember correctly, you could do that in civ 1 but not civ 2? civ 2 had the guerillas that would appear later in the game when you captured cities, but....no civil war that i recall.
