I want to paint the walls black and have neon splatters in multiple colors. But i don't want the paint on the ceiling and floor and/or everything else. I also want the paint to not look "stringy" as in more in rounded spatters than narrow paint slashes. If any anyone might also have a technique that doesn't involve flinging the brush around, that would be great.
