I'm assuming you are using the timeline to animate your object.
Firstly you need an object which is converted to a symbol (press F8). This symbol should be the only object on the layer.
Now add 2 keyframes, one at the start and on at the end. Rotate the object however you want at these 2 keyframes.
Right click between the 2 keyframes, choose "Create Motion tween" or "Classic tween". Now click on any frame within that new tween, and open up your Properties panel - its the long one that typically sits on the right of your screen.
Choose CW/CCW in the rotation option, and type 2/3 in the textbox nearby, which will make your object rotate from your starting rotation, 2/3 cycles CW/CCW until it reaches the ending rotation.
