How do you replace the belt tensioner on a 1996 Dodge Dakota?

The plastic part of the belt tensioner has broken and needs to be replaced. It grinded down the serpentine belt almost the nothing before I caught it. I was able to loosen the bolt to get the new one on, now I'm stuck. So is it necessary to remove the fan and the radiator? How will I know I have the right tension once the new is on?
