How do you register a Ford ?

My friend was given a Ford Mustang (1966). It is not registered at the DMV anymore. What does he have to do to re-register it at the DMV? What is the exact process?
By the way, it is in San Francisco...
 
i think you mean it has dropped off the books at DMV
that's good for your friend "no late fees for not filing"
just go to DMV and they will register it like any other car
