How do you pull the spark plug wires on a 1998 Buick Regal?

I've done 50+ tune ups and have never run across this. The spark plug wires are between the headers and are surrounded by some metal thing. It doesn't matter how hard I pull, the wires will not separate. Is there a special tool needed to disconnect the wire? What is this metal thing and what was GM thinking when they designed this car like this?!!!
 
Yes , Gm car's have this tool called a Plug Wire Puller which is used to pull the wireset off the plug. If you go into Autozone you could purchase this for like $4.00 to $15.00 depending on which one you want the better one or the cheaper one .
 
Assuming that you are going to replace the wires anyway. I'd pull the boot off with a pair of pliers. You might try twisting with the pliers to break the boot lose from the sparkplug.
